Yes there's a difference. I like them both, and GTA 4 is still worth it IMO, get it on sale. Summer sale will be starting in a few weeks.

There's nothing left to say, since you're shown the difference basically from the videos.

If you think you like it, get it when on sale. A lot of people like the game.

GTA 4 was good. I like Niko, the protagonist. I also liked that biker DLC.

Video is enough. Opinions of random players who played the game a few years ago, and wrote a few lines about their impressions here - this is not enough.

If you are interested specifically my opinion, I hate GTA IV. I will definitely finish it completely when I rerun the entire series, starting with the first part, but I didn’t like this part at all. She surprised me with her car physics and the complexity of resisting cops. That's all. Many people like the plot and dialogue. As for me, this is a gray, boring, depressive, not memorable game about some non-russian and his stupid lying brother. Compared with GTA: SA is just a miscarriage. As for GTA V, I received so much pleasure in the online component with my friends for 2000 hours of play that it’s enough to remember for a lifetime. As for the story mode, it was just interesting.

Heads up, it's not for Steam, it's for rockstar website only. If want to get it on Steam, you're going to have to wait until sale starts. ATM rockstar has no plan to ask for more Steam keys for GTAV they're just going to sell their rockstar keys instead.
