Nope. There is absolutely no way to get a refund on games you bought nearly 1.5 years ago short of inventing time travel and going back in time and requesting a refund before the 2 week period expired
Not after a year and steam wallet are not free at all.

Steam would need to refund you from their own money.
There is ZERO chance this will happen.
If you think about it, contextually, that’d be one of the longer hairs on the long tail.
If you're just over it and have a good reason, then it's possible that Support made an exception. There have also been cases where a developer or publisher gave Steam permission to grant the refund.
But a year? No, not a chance.
Also, stop with arguments like the Steam Wallet. It doesn't matter whether the money goes to the Wallet or to a bank, it's still money that isn't in Valves pocket anymore and thusly they lost.
Which may end up worse by not being able to request refunds anymore.
If your refund request already have been rejected serveral times, that's it, a "no" means "no".
If you have already tried I would suggest you stop and don't waste your or Steam supports time on it. The argument that it's just "Steam wallet money" isn't really working, because if you use those funds to buy another game they (developer and publisher) will want money, and they won't accept Steam wallet funds, so they will have to get money from someone, Valve in this case. So there is no reasonable way it's going to happen.
If you keep trying after being told no they can take away your rights to all future refunds. You are NOT getting a refund.
Those exceptions are for stuff like a month over, or if the game itself shut down a month after someone bought it. Things like that.
They aren't going to make an exception a year and a half later because you couldn't be bothered to file a refund request in a timely manner.
