is this normal ? Safe ?
or should i do some steps now or in future ?

But i got an account alert like that before like 3 times before in my life if i remember and for Beta keys, NEVER i got an email about them

Or it has nothing to do with e-mail. It may happen that the e-mail and the alert come in successive times

What source did you purchase that game, find the key, giveaway or was it gifted to you?

If it's a third party source, then they probably attempted to sell or giveaway the same activation key to multiple people, then afterwards revoked it's payment: it was detected as a stolen key, or they used a stolen credit card, paypal dispute, or payment bounced.

The first emails refer to one or more other people attempting to activate that same key upon their account and the system looking up the original activation owner (aka you). There would be one sent for every time they tried, while on their end getting "Serial already in use" and a button to click to email the account that is using it (so if you happened to own multiple steam accounts, you could figure out what account it belongs, otherwise it's just a warning message to the original owner that their key has been leaked to others or out in the public).

ps: Avoid this source again for activating keys from. As doing this multiple times (getting keys revoked) can lead to your own steam account suspending or termination. They allow it a few times for those that have been scammed.

It just means someone tried to activate a key that you already activated. Did you activate any keys that were posted in public somewhere, like a giveaway in the forums?

i was got some steam keys but not in public
i thought someone try stealing or know the steam username to try stealing it by CD-key and if he have some more information

Unfortunately, Steam doesn't include the key in this message, so it's impossible to know which key "escaped" from where.

Beyond that, it's not a problem for you -- unless you have keys that you haven't activated yet, from the same source. But since you don't know the source...
Steam never emails with "Dear Steam User" They always email with "Dear (Username)" to my knowledge. If not i would like it if someone could inform me. The email seems like it is fake af.

The wording of it also seems a bit iffy... "Steam account administration" is not a thing from my knowledge either. If it was legit It would be from steam support.

What is the address the email was sent from?

From all my knowledge on steams emails... this is not normal. Though It could be that i have not heard about this yet.

My question is what if he know more information ?

My question is what if he know more information ?
Do I have to change some things? Email or phone number ....
If you signed into third party sites then it is not hard to generate a fake email. What i wanna know is who the email came from. If the email is actually from steams real email address then the email is legit but so far i think its fake because none of it matches up to what you normally get from steam. So... again what address sent it?

Im not asking for your address. I wanna know the senders not yours. Do not say yours on the forums ever.

Yes it is normal, it happens as already explained, when someone try to use a cdkey that is used, when they do they get an option to get email with accountinfo.
The info is only sent to the email bound to the account where the key is activated.

It's real. You can try it yourself by trying to activate a key that's already been used. You'll see an option to send an email to the address tied to the account that used it.

It's safe, notice how the email isn't telling you to click a dodgy link. The person who tried to use the key isn't given any information about you, it just sends the email.

No it's not fake and steampowered.com is indeed Valves domain.

I removed the Email sadly, i found only the email telling me what is my username and what in the email says 'If you did not request this query, please ignore this message.' That make my think as other users says just someone try a key i'm already use.
I was sure is from steam i don't remenber if was noreply@steampowered.com as that, if i got it again i will tell you,
I never write my username or my password in any site web
I only use that sign in by steam
And i check my history login and eveything, nothing new or wired, just this email never see it before

Not wrong didt show the real link bc thats agaist the rules and if you but " will be a link bloced so you forgot that was a fake thing and the reason why hes getting the massage its

i don't press on links if comes from steam or not
if i want log to steam i just write it manually on browser on log in on steam client
just that Email was new for me never see it before

If is scam what the goal from sending email like that ?
