Steam stuck at log in.

Just this morning and yesterday steam was working fine,logged in played some dota,all good until half an hour ago when i tried to play dota2 and it said looking game coordinator,i closed dota2 and i found that steam was offline with ''no connextion'' instead of the download thingy,so i went to setting and cleared the game cache then troubles began when i tried to launch steam again,once i input my password it accept it then get stuck on the log in screen with the ''cancel'' button being the only one i can click.
how to fix this ?

I just uninstalled everything aside from steam.exe and steamapps and relaunched,after 5 min it opened but its wierd,not a single game icon or profil picture loads and theres like 2 updates that are not downloading.when i try to open dota2 it gets stuck on preparing to maunch and then it gives an error.

Something's interfering with the Steam client. Start your system (not Steam) in safe mode, for obivous reasons with networking. See how Steam behaves then. Also, how do you connect to your router?

i connect with both wifi and ethernet cable.
Can't access the store or market (keeps loading 4ever) or anything that requires @internet,it's like its offline while not being offline.(yet it stills gives me the green notifications alarm + my profil picture is blue).
i will try to launch in safemode and update you on it.

Ah, it's web views specifically? See if deleting Steam's web cache helps there.

Steam get stuck on "connecting steam account: XXXXX" on safemode.

Just deleted web cache and relaucnhed,STORE / COMMUNITY /PROFIL just keep loading,LIBRARY works but when i try to launch a game it keeps preparing to launch then drops an error.

Finally after many win restarts and task manager wishes and prayers i can finally open steam open dota and find a game no problem.
Now the big question is : what caused all this ?
