You cannot send money I don't think unless possibly you could gift a Steam Gift Card to another account but I'm not sure so if someone else could confirm?

If you're using an outside payment method
https://store.steampowered.com/digitalgiftcards/

You can not pay for digital gift cards using your Steam Wallet.

You can send a digital gift card, but you need to fund it from a external source, can’t use wallet funds.

Go to the store and get a $10 code from a Coinstar kiosk.

There only two options to sending funds.

Steam gifts which you have to user external payment option.

Or

Steam wallet card, which can be gotten from your local retail, or kiosk.

Is gifting in-game items still a thing?

Depends on the game, as microtransactions can be gifted, or not, such as Warframe, or etc that is set up by the game Dev. Also no there no money transfer in game, the microtransactions are in game items only, not money, so has nothing to do with this topic at hand, as it's about transferring money to someone.

The idea was to gift an in-game item such as a CS:GO skin, which the friend can then sell on the community market (assuming the friend's account is not limited). I think this is as close as you can get to a money transfer on Steam, especially since you can't buy digital gift cards using your Steam Wallet.

Assuming someone willing to buy the said item, it can depend how long that person gonna have to wait until the item is sold, then there the variables about how much something can sell, either up or down in value base on the community, and then the market fee.

You can just buy the said gift if it's within the price range if someone wanted something, if had $10, and game cost $10, then all you have to do is gift it, as long it's no more than 10% currencty gap in price point.

1. It is cheaper to just get a wallet card.

2. It can be viewed as money laundering and can result in a ToS violation.
