I have to reinstall steam everyday
So within the past week, every time I restart my computer and click the steam icon on my desktop i will receive a message saying "Steam.exe not available" There is still a steam fodler in my x86 files, but no steam application there. I have to uninstall and reinstall everything for steam to work again. Obviously deleting all my games and having to reinstall the one I'm trying to play that day. Origin works fine, Epic games, League of Legends and all that jazz. Steam is the only problem application.
What can i do to fix this? I don't have any actively running anti-virus or firewalls that have been recently added.

I work from home with a private VPN. It comes with business class Cisco AMP Antivirus/Malware software. I've had it for a few months now. I doubt its a virus. I feel like reinstalling my Windows OS would be the nuclear option.

Add Steam to the exclusions list for the AV and turn off the VPN when using Steam.

I've had the vpn prior to installing steam. I thought that might have been the problem, but no.
If i download steam, exit. Run the vpn, exit. Run steam, it will work fine. Honestly, leaving it open in the background while the vpn is active doesn't cause any problems.

The problem is anytime I restart my computer I get that error message,

I'll try to do a deep dive when I can, But i have all my programs, including the antivirus software set to disable auto run on start up. I have to manually open all the programs I need.

Wait.

Firewall/Security Applications

CA Internet Security Suite
Comodo (With Portal 2 running the firewall in Defense+ in training mode allows the game to run)
CYBERsitter
ESET Smart Security
Netlimiter
McAfee Personal Firewall
Nvidia Network Access Manager/Firewall * <<<<<<<<<<<=========================
Nvidia ForceWare Intelligent Application Manager
Outpost Firewall (Disabling System Guard under Proactive Protection allows Portal 2 to run)
Panda Internet Security
Peer Guardian
PeerBlock
Tiny Personal Firewall
Verizon Internet Security Suite
Zone Alarm
Constant Guard by Comcast
Online Armor

it might be a Nvidia thing. I did just install a new graphics card?
