PayPal works in GOG , Origin and Uplay , but in Steam don't (Não funciona na Steam)

Why Steam have this option in Brazil if the company don't works here ? i use PayPal in all others stores , the Steam is the just one that open a window aking for credit card! if i is using PP is because in don't have one card , Jesus Christ!

Por que o Steam tem essa opção no Brasil se a empresa não trabalha aqui? Eu uso o PayPal em todas as outras lojas, o Steam é o único que abre uma janela pedindo cartão de crédito! se estou usando PP é porque não tenho um cartão, Jesus Cristo!

I thought you had to have a credit card of some sort to link it to PayPal in order to use it? My friend couldn't receive/send money via PayPal because he unlinked his credit card, but he still had about 20$ on PayPal.

This might be a regional thing again. Part of what PayPal does is to leverage various banking systems and customs throughout the world -- for example, I don't even HAVE a credit card; my German PayPal just grabs money directly from my bank account, which is very common around here.
