No matter what game i choose to startup it says "preparing to lauch (game) then right after I'm shown the error message "(game) has stopped responding" before any part of the game appears.

Do that clean boot and see if the problem still occurs. Make sure to do that clean boot right. Not that I consider you personally stupid, but I've seen too many people not doing anything at all and claiming they done that.

*Edit* Seems to be only Team Fortress 2 and Terraria atm. Few others work.

Check Windows' reliability history, crash details are listed there. I am especially interested in the module that caused the crash.
"No issues have been detected by Action Center."

That's not a big help, sadly.
Well well, let's start with the usual troubleshooting steps.
1. Verify the local game content for those 2 games
2. Install the runtimes that come with the games manually
Sorry I don't understand the runtimes that come with the game thing, but after verifying local files of both games the issue isn't solved. I also failed to mention that I have tried re-installing Terraria, and that the issue only developed after starting up steam and having it do an update 12 hours ago. Not sure if that information is useful.

Open the game folder and look for stuff like "redist" or similar. There will be installers there. Run them.
Yeah thats been tried. Any more troubleshooting steps?

Did you have an AMD graphics driver update recently?
No I have nvidia cards. Another bit of info, error code 0xc0000005 appears after pressing close program on the "(game) is not responding" pop-up. I know its a broad error. Scaned windows registry and antivirus.

It also effects non-steam games such as Starcraft 2 and Hearthstone. Clean boot allowed the games to work. I will test to see which start on boot program(s) is or are causing this.

Yess, that's the spirit! I am not mocking you, I am generally congratulating you for drawing conclusions yourself. Not a common occurence on this forum.
Hahaha, all good dude, thanks for the help.
