Unless they're all cyber cafe accounts, you're violating the SSA on each one.

Steam doesn't allow account mergeing. Probably never will.

As indicated you are violating the SSA unless you have cyber cafe accounts (which should have better management tools).

As such I cannot help you, should you have a valid cyber cafe account however and you contact Steam Support they would be able to assist you (because there is a way you can get that behaviour even if there are no better tools for managing cyber cafe accounts).
