Pre-order will first start on Oct 9th on Rockstar Game Launcher and on Oct 23rd for EGS, Humble Bundle, Greenmangaming, GameStop and additional digital retailers.
The game will release on Nov 5th and then on some date on Dec for steam. So steam won't get pre-order.
The game page will most likely be available once it is released on EGS.
It only shows that some developers and publishers no longer have faith in steam. I would say its more to do with valve taking 30% cut. Rockstar own launcher will be 100% profit, while epic stores is only 12% cut. In the first 30 days, most fans would of bought on either rockstar or epic stores or one of the official CD reselling sites (most likely for rockstar launcher only).
Both are bare-bones launcher. None of them has cash card like steam wallet. None of them offer payments services like Steam does none of them offer features like Steam does.

Why do you even want to pre-order it at all? Just order it on the day, you think they will run out or something?
