I've seen this being the issue in many cases, or your DNS cache could be the problem.
Use Google's DNS or Cloudflare's DNS.
Attempted this, gives me the same error of "CONTENT SERVERS UNREACHABLE" immediately. I changed it to both Google's and Cloudflares, through both the control panel and through the Command prompt.
EDIT: I've also gone into the CMD and did 'ipconfig /flushdns' which also didn't help.
I'd advise that you try a few more, and ones that are further away from you as well.
After you've tried that, you might want to look into Windows fire-wall and see try to add Steam as an exception.
1. Do you use any VPN's or proxies? - In either case, try to disable them.
2. Try to power-cycle your router / modem and see if that achieves anything.
But will try power cycling tonight when there are less people on the network.
