Yes, moving forward to make a purchase, the payment method must be registered to a bank located within your current region. While your billing address and current location appear to be the same, it seems the banking institution that issued the card is located outside of your current region.
You'll be able to see all available payment methods for your region during the checkout process, but if you can't use any of the available payment methods, you may want to consider using Steam Wallet codes to add funds to your account.

TLDR: You have to have a card that belongs to your countries bank, international cards that are out of your region, even if they are designed to work in your region, will be declined by steam.
This sucks. :(
People were region hopping and abusing the system to get cheap games.
Pay with paypal, NOT use my account, choose the option "pay with credit card" (it is an option where you give your address without creating a paypal account). That worked, but this option does not come anymore (you can only log in to your paypal or create a new account, there is no option to "use credit card as a guest" anymore).
It's making me quite crazy.
Revolut has associated region of eccount/card which may mismatch with your steam account.
For example - im lithianian, my revolut account has set up with lithuania as a region, same as steam account.
Yet steam states that my revolut cards are registered in UK, and therefore i couldn't use any of payment methods that are linked with revolut or its cards.
This is due most recent changes towards cross region payment related security updates.
It may take few days of frustration w/ support but they are able to make you an exception.
In my case, excuse was that i was using those cards for many years for steam purchases and i'm a client of steam for many more years, not sure how it would work for fresh card.
If you can transfer money to your paypal balance rather than just have a card linked - it supposedly should work for sure.
