Trying to install csgo on my c drive instead of d drive
So today I tried installing csgo on my c drive rather than my d drive because I heard it would run better but I ran in to a few problems.

I created a folder named "Steam" in my c drive program files x86 and tried to make it in to a folder in the steam settings "steam library folders" and it showed up there but the actual folder on my c drive is empty.
When I tried installing csgo to that new folder, it said "An error occurred while installing Counter-Strike: Global Offensive (disk write error)
To fix this I tried deleting the steam folder in my c drive but even though the folder was gone, it was still there in steam settings. I tried deleting it from steam settings but instead it says "Removing selected Steam library folder failed"

What do I do? I just wanna install csgo on my c drive

Install steam on new drive
1. Move steamapps and userdata folders to another Drive
2. Uninstall Steam
3. Install Steam on new drive/SSD
4. Move userdata folder to new Steam folder (Overwrite EVERYTHING)
5. Create new Steam Library on HDD
6. Move Steamapps folder to new folder on your SSD/HDD

Move the Appmanifest .acf file associated with the game as well.
