Audio vs Video bit rate
Which would be a bit better?

#1 Data Rate: 4254 kbps
Total Bit Rate: 4574 kbps
Audio bit rate: 319 kbps


# 2 Data Rate: 5594 kbps
Total Bit Rate: 5870 kbps
Audio bit rate: 276 kbps

Personally I'd go with #2
Mainly cause I'm less likely to hear a difference in audio quality with my current, average quality, audio equipment. So 45kbps won't mean much if anything to me.
Depends on the codec used. Talking bitrate is rather pointless if you don't know which codecs and which profiles are used.
I don't know much about it. Its just for food reviews that I do. I use Iskysoft to convert the file usually to Mp4 because MKV it doesn't seem to show as much details on the file properties. That probably doesn't help unfortunitly.

Mp4 and MKV is just a container, which says nothing about the codecs being used to encode the video or audio stream.
a common codec as example is H.264
X264 Codec
That's a video codec, what about audio?

If you use VLC player load the file in that then press Ctrl + I > Codec Tab

You'll have atleast 2 Streams shown. One for Audio and the other for Video. Codec: will be the first listed in each stream. If you don't know the difference between Video and Audio codecs look 2 lines below the codec and it'll have the Type: Video/Audio.

Will be similar ways to find out using other applications
