I delete the web cacahe first then Steam dowloads cache last as it reboots steam and a log in is required.

delete Chrome history for all time.
It was way more simple than I thought though haha
Here is the solution:
Re-install Steam
This will NOT uninstall your games.
Delete everything within your Steam folder except for Steam.exe and the steamapps folder.
To save your local screenshots and any local save files, keep the userdata folder. You can also keep the skins folder if you don't want to re-download custom skins.
Now launch Steam and wait for it to reinstall.
If your games do not appear as installed in your library when Steam is fully re-installed and updated, simply click on the install button for each game, choose the drive that you have your games on and Steam will recognize your existing game files.
NB: Instead of deleting the files you can optionally cut them out of the Steam folder and save them somewhere else meanwhile if you are wary.
NB: If you were opted into the Steam Beta Client you will need to re-opt into it after the re-install.

Are you telling us, there has been no change sense last 10 years in steam, if you dont get this now you never will, turn off all settings to reduce steam to weak or reduce option and live with ugly little crappy steam.
Call it steam light setup, if that get you into steam settings, what we try to tell steam user here.
we are not allow to say things like this with harder words because of steam policy, but its every steam own job to know and reduce "Steam Resource" it keep take more and use more and more options that might not be the best for middle range pc or low-end pc,
dont feel offender , the minute you take pc out of shop its already go downwards to mid-range 2 years later you might not top ace pc. 4 years later you are NOT top ace pc.
This is game requirements , steam is gettting heavyer, any can confirm that. and its all the new things that cause it.
Op has solve nothing this is know as last option and nothing new.
call it reset all and hope you get steam back, until steam doing it again.
let me see if you get it with harder words , your pc and GPU have issue with it this is why you crappy pc cant handle it, sure can it be GPU driver that dont work or all the things steam do now.
again we over in steam overlay web browser while game is up and running, and you lag is sign of pc cant handle it. ( this is hard words , dont OC dont have things that cause bottleneck typical a AMD issue with many things ongoing this is old news, ) only crappy intel with no driver update and outdate GPU that barely have game requirements have trouble here.
and we all know very well on what happend here, then windows have a game up and running this is known as windows Limitation try avoid game lag while doing other things.
so many cant DL and play game sametime sense we upgrade to 1GB, thats almost full speed at haddisk while you play game sametime forget it. only Raid user have what it takes or write to steam lib harddisk not use by current game or OS,
if you dont get this to bad for you, talk with a tech person he might explan this better to you.
