Workshop items not downloading

I've tried subscribing to items from several games, and there is no downloading of any of the items. They do not appear in in-game workshop lists, but I checked the steam workshop folder for some of the games, and there are blank folders which are, presumabely, for the items that are not downloading.

Currently having the exact same problem, things can be subscribed to in the workshop but do not appear in the downloads. However, if you download a game after workshop content has been subscribed to, the workshop mods will download, without notifying you. I am currently using this trick as a temporary fix, by downloading a random free game when I want new mods. This trick works with Day of Infamy and Hearts of Iron 4, so I assume it will for all games.

Other workaround, use Big Pciture to view them.

607 mb takes 2 hours to download a 1 g game takes 35 to 40 min WTF!

I have reported so many workshop issues to STEAM and they never do anything about it just one of the many reason my profile pic is what it is! If STEAM techs see this do your damn job.
