In steam client:
settings > web browser > clear browser cache
then reload steam store, it should be back to normal.

plus @mrhuntsman am having this trouble too, now 3rd day still nothing. anytime i go to the store it says Access Denied.
We use comcast, and through comcasts website they have router options, and other web browsing related options. one option called safeweb (or something along those lines) was preventing steam from loading properly. After hours of all the troubleshooting in the world, I decided to check my ports and router.
once i started checking there I solved my issue, so to anyone else having this issue, make sure you dont have steam blocked on your ports or security features related to your ISP
Did it happen on all PC's or just one?
The issue was my xfinity. to solve the issue I simply logged into my account on chrome (or firefox, or microsoft edge if your feeling frisky) and clicked on my network options
make sure protected web browsing is off, otherwise steam gets all jacked up
restart steam and your issue should be solved :) :) :)
No it blocked it in everything, i couldnt even acess it from chrome, it straight up wouldnt even load, just stayed a blank page, and if it did load it took 37 hours (not really but it took forever) and it would load in html.
once i turned protected web browsing off and tried again, then it was butter.
the issue was effecting all my computers in the house

EDIT: if you can you should edit the first post and add (fixed) or something and the fix.
Solution:
Chrome> Xfinity.com> Log Into Account> Click Xfinity Fi (wifi logo)> Click Network> Disable Protected Browsing (Turn it off)
Close steam, Close chrome, Restart PC (if you want to)
Problem should be solved
