Changing account country should only be done if you moved country. You won't suddenly have access to other regions currency prices unless you physically moved.

i know, my acc is set to USA since i made it but now there is an official store for my country and im thinking of switching but im afraid i wont be able to buy anything after the change and i will miss the sales

Switching stores is only for when you change locations. Just set the store to the same country as you are in right now.

payment method such as via card? what if i dont have?
also i want to buy the games from my steam wallet not a visa card or something

Steam Wallet works fine for buying games, as do Steam Wallet Cards to charge your wallet, those work worldwide.
Only if you want to use an external payment method like PayPal or credit card/bank account to either charge your wallet or buy a game directly , Steam demands those methods need to be registered to the country your store is set too.
So it will for example not accept a PayPal that is registered to an US address if your store is set to another country.

I get your point but is it necessary to have one to be able to change the country?

No.

To be able to change country store you need two things, your last login into the Steam client must have been from an IP of that country AND you must not have bought anything in your current store in the last few days. If you bought something in the last time you need to wait for awhile (few days) till you are allowed to change stores.
