gifting region lock questions

is it possible that someone from mexico can gift a game to someone that is in USA? or hes gonna be unable to redeem it? same questions applies from any region from Latin America/South America to USA.

If the price difference between the 2 countries is more then 10% you can not send a gift.
The option will be greyed out at checkout.
On top of that most South American Steam games have a regional lock that prevents them from being activated/installed/played outside that region.

Honestly, if you want to gift someone a game if you are in Mexico, just buy an international key for the game in an online store and give that to your friend for activation.
OR send them one of the new "Digital Gift Cards" steam now offers, with them you can send money to another Steam account.
Those have no regional restrictions.
