counter strike & condition zero "error content still encrypted"
I am trying to install couter strike & condition zero, but both give the same error "error content still encrypted"

i contacted steam about this and gave me some instructions on how to fix this problem but it has not helped so far.

hello steam support,

I am trying to install the games counter strike and counter strike condition zero. every time i try to download the game i get the error message "error content still encrypted".

I have tried many things such as:
- restartig steam
- restarting pc
- clearing my download cache
- changing download regions
- deleting game and reinstalling
- changed to beta version of steam and back
- deleting appmanifest

Yet the game refuses to install and gives the same error "error content still encrypted".

It looks like you are experiencing a content still encrypted error while trying to install Counter-Strike. This error indicates that your Steam Client likely has out-of-date information for it.

You will want to make sure that you perform the following fixes as they pertain directly to the error you are experiencing:
Restart your computer
Clear download cache


If you've tried all of these and are still encountering the error, please let us know. If anything changed after performing the troubleshooting steps from the article above, make sure to include that information as well.

I recommend trying all of the troubleshooting steps in our Steam Client Troubleshooting article. I know it is a long article but the steps it provides have been known to resolve the issue you're currently experiencing with the Steam client.

If the steps in the article don't resolve the problem then we'll need some more information to better understand the issue you're experiencing.
Please follow these instructions to provide a system report for your machine.
Providing context about the issue can help us investigate the cause. Did anything change on your system? Is the issue associated with any recent updates?
Are you able to test the issue on a different machine, or test the issue on the same machine with a different account? Both of these tests are valuable.
Please check your Steam directory for any recent dump (.dmp) or minidump (.mdmp) files. If any dumps exist, attach up to 2 of the most recent to your next reply.

Dumps (.mdmp or .dmp) should be in the following directory by default:
C:\Program Files (x86)\Steam\dumps

Please also locate and attach the following Steam logs to this ticket from their default location:

C:\Program Files (x86)\Steam\logs\bootstrap_log.txt
C:\Program Files (x86)\Steam\logs\connection_log.txt

hello steam support,

i have tried everything that was said in the last reply. I followed the "steam cleint troubleshooting" and "these intructions". none of them worked

the only one that worked was installing the game on a different pc. but ofcourse i want to play the game on this pc.

i have attached all the files that are needed

I noticed in your system report that you have an external drive attached to your system, just to clarify are you trying to install the game to this external drive?
We highly suggest that you avoid installing Steam or its games to an external hard drive. While some external hard drives and connections may work, the way in which external hard drives are handled by the operating system can cause issues with Steam.

Due to the variety of devices and problems that can occur, we are unable to provide support for this.

If that is not the case, then it may be a Program Which May Interfere with Steam. As you were able to install the game on a different machine, I would start with any of these types of programs that are on this machine and not the other machine you tested with.

hello steam support,

No, I am not trying to install it on my external hard drive.

i do not have any of these programs installed on my pc. the only program i had was hamachi but i deleted that restarted my pc and still doesnt work.

i also checked my firewall but that wasnt the problem either.

Well, if something outside of Steam is affecting the process, then eliminate everything ouside of Steam! Start your SYTSEM (not Steam, I can't believe I'm emphasizing that) in safe mode (obviously with networking). Does it work then?

it seems that i cannot install any of the old games made by valve, such as:

- half life blue shift
- half life opposing force
- counter strike
- counter strike condition zero

all of these games give the same error, there seems to be patern here.

Hey try changing install location of game. I followed this stepsand was able to install it.
1.)Change steam to beta version
2.)Change download server
3.)Clear download cache
4.)Change the install location of game.

I changed the install location of game and succesfully installed the game.

Go to setting,download and add library folder in new drive and try installing game there.

I refunded the game. i probaly have te reinstall windows because of a program on my pc. and i do not know wich program it is.

i had the same problem with all my games downloading after daylight savings changed on my pc, it worked fine after i set my clock back an hour (and restarted steam ofc) weird.
