Install and then let it find all the stored save games on your system. Then let the program create an archive out of those files and copy over that archive to your new pc.
There you install the program again and use the "restore archive" function with the archive you created and copied over.
After that all your save games should be back again and at the correct place to be recognized by your games.
But not all games use Steam Cloud.

Well you could also try and just copy over the "My Documents" folder from your old pc to your new one. 95% of game saves are created there by games.
Its possible that you miss a few from games that create the files at other locations but you should get the majority.
You also dont own that many games, you could just google the names of your games + save game location and then copy over those folders. With only 17 games that should be quiet easy.
