Have you tried clearing the download cache? btw it's in preferences > Downloads and the option should be in the bottom
Had the 0 MB Available error, and turns out Steam still thought that my D:// drive was still installed, it doesn't actually show that drive, only C:// pops up, but in the backend it's still pointing the game download to the old install location. Going to Steam>Settings>Download>Steam Library Folders and setting the C:// drive to default manually fixed it, it apparently does not default to it automatically.
The weird thing is though, I tried creating a separate Steam Library before doing this fix and it told me my C:// drive could not be written to and was in read-only mode, preventing me from making another library. I double checked it's properties and it had full control set as it should be, but Steam kept giving me that error, this hasn't been "fixed" yet, but it's currently not an issue since the default library is already where I want it anyways. Just something to throw out there in case someone else has this oddity happen.
This was my solution as well. Looking for this would never have crossed my mind. Thank you
steam > settings > downloads > steam library folders > create new folder > delete it in file explorer, should work. if it doesn't try making ANOTHER steam library folder in steam apps
Don't use this.
I tried using this, but it just erased the downloaded data which is counter productive and not actually fixing it.
It just delete and restarting your download.
Steam is having mad problems ever since the sale started.. download speeds in certain regions have dropped to atrocious speeds, some games don't let you buy them.. or they do and tells you the sales failed but you still get charged.. now this.. ♥♥♥♥♥ a joke from the "best PC game store..."
1. I pluged in USB so it generated new disk D:\
2. I went to Steam -> Settings -> Downloads -> Steam Library folder
3. I added new folder there on disk D:\
4. Put it as default and click OK
5. I restarted steam
Now I tryed to download a game, I shoved me disk space again, so I moved it there from D:\ to C:\ and it is working now :)

Thanks, worked for me - default folder was the problem.
Steam should make the only remaining folder the default folder
Everything is related to the fact that Steam downloads files in its system folder at first, and then it copies them in the destined games folder.
If you have Steam system folder for example in C: and the games stored in D:, files will be stored also under the Steam system folder in C: during the process of downloading, specially when updating an already installed game.
I realised that as my C: drive was literally full after having installed a game and updated another one.
It is important to install Steam also where you plan on having at least extra 20/30gb free for its cache, and constantly delete its download cache after each game installation or update.
