Steam awards cards missing

It happened to me 2 times now!
The first time I bought few games and the reward bar showed that I would get 4 cards but got 3!
I thought I made a mistake or something so I didn't look into it!
But the second time it showed that I would get 11 cards (buying few games collection bundles)
and I took a screen shot just to be on the safe side......it did it again!
got 10 cards instead of 11!
Whats more is the reward bar don't show anymore when I try to buy more games.
I checked the reward bar in the badge area (how to earn card drops tab)......the bar color changed to red!!

Please give me the 2 cards I was suppose to get and fix my problem with the reward bar, not sure if it will count anything new I buy or if it will reward me for it!

You know sometimes you get duplicate cards, right? Maybe you already know this.. i just wanted to be sure.. sometimes people think they didn't get a card because they actually got 2 or 3 of the same card.

The message alret said 3 new items in your inventory the first time and 10 the second time!
So am sure I didn't get them.

Just made a test - the reward bar works but wont show up in the shopping cart section!
But my problem with my 2 missing cards still needs fixing.

2 days since I requested for help.....It was as simple problem with a simple solution = just spawn 2 Steam Awards cards in my inventory!
I didn't even ask for a specific ones! wont even mind if the choices were done randomly.
...............................Am I going to get the 2 cards I was supposed to get or just give up on actually getting any help!???

Card reward bar - go to your steam awards cards click on - how to earn cards - and you will see it
every 10$ you spend will earn you a card.

Have you had a refund recently?
So the card youd have got with that purchse, and the money being refunded...perhaps you are in debt on the cards until you respend the amount required to catch back up to the value of the cards already issued. (red bar?? - just a thought.)

Or if you request a wallet refund, the refund to be complete, thus being recatagorised a spend amount.

i.e you in credit cards because you recieved a refund.
(if you recieved a refund)

Other than that...I think the whole system is having Y2018k issues and I am hopeful its being worked on.

Mines not issuing either, nor am i getting cards from the daily voting either.

I didn't ask for refund, And all my purches went through because all the messages I recived from steam were "thanks for buying"
As for the red bar...I was talking about the bar that gets filled every 10$ you spend on steam which will award you steam awards card!
it was blue then turned red for some reason.

This is really frustrating!!
Spawning 2 cards in my inventory is all that it needed to fix this so why is it taking 2 days...almost 3 to do it!?
Where are the mods???
