Play time isn't accurate for ESO
So I bought ESO and right after buying it I found out I needed double the required space to install it. I was mad but fine, got it installed and running. Played for about an hour and didn't enjoy it. I logged out and went to bed. Next day later on I decide to ask for a refund. I am within the two hour time frame and I wasn't happy with the purchase. I send my request and get declined because I somehow have 16 hours of gametime. Apparently when the Launcher is left open the gametime keeps going even if your not playing. I attempted to explain this to steam but I am being ignored. So the game is sitting in my library not being played. Is there anything else I can do? Another way to contact steam support? I am really mad that no one from steam is willing to even talk with me. I know they are busy but my problem is just getting thrown to the side. Someone please help me here.

Support is aware that leaving the launcher open increases the reported playtime. They can not confirm if you just left the launcher open or if you were actually playing the game.

Unfortunately they have no way to corroborate what you say is true, they have to go with playtime recorded.

Why did you leave the launcher open? Or your pc on? Or didn't ask for a refund right away?

Not much you can do, starting the laucher counts as gametime. I fear you will have to keep the game.

It was about 2 in the morning after i got it running and after playing for a little bit I logged out and went to bed without shutting my computer down. Apparently the ESO launcher stayed open. later the next day when I got back home I asked for a refund. Apparently the damage was done. I am trying to contact someone and get an actual response back from a human but they just auto decline my request. They don't even read what I type to them probably. Just see 16 hours and hit the decline button. Then I get an auto response back declining it. It's no help at all and it's not solving the problem.

Its not a automatic system. Someone looks at your request and reads what you wrote.
But with 100k refund requests a day during this sale there is no time to write a personal response, so you get stock answers like everyone else.
Like already said, there is no way for Steam to verify that you did not play the game in that time the launcher was running.
They dont make exceptions for stuff like this because then everyone would start with the excuse " but i was not playing , it just ran in the background".

I know it sucks but if they said "no" already multiple times the answer will not change, no matter how often you ask.

Even if you got a human reply, there is a really small chance you get the refund.
2 hour rule is pretty strict.

But if you do get one, It's probably due the holidays.

People shouldnt just sit around and let Steam bully us. It's their glitch which means they need to fix it. That's their job. I buy games and support them and they give decent customer service, which I haven't gotten.

Send a ticket through another topic. There are numerous reports of ESO players being denied for launcher download time, only to succeed with another ticket despite giving the same info on their refund request.

Well, you have problem, but there is no solution in the way you want it.
Don't like it? Tough luck. You're not a special snowflake getting special treatment.
You're outside the boundaries for a guaranteed refund and Valve said no.
Grow up, act like a mature person and move on.
You screwed up, now deal with the consequences of your actions.

You left the game running for 16 hours, not Valve.
