Never buying a non discounted game again on Steam
So it happened once, bought Guardians of Ember full price and a day or two later massive discount. And now again, 24 hours after paying for Titan Quest AE for 19.99 USD, it goes down to 3.99 USD. Contact Steam and immediately get told I played too long (over 2 hours) to get a refund (to buy again at the discounted price). If I am buying a game, I am certain I will play over 2 hours very quickly after having it to determine if it is where I want to spend my time.

The way sales are set up here and the policy for refunding or adjusting people's accounts is crap. I will never buy another full price game on Steam again and if I can find anywhere else other than Steam it is the route I will take.

Many games don't require any platform at all to play them through. That is where I need to direct my attention - and dollars.

Sales has to start some time, so the other platforms u are talking about dont have sales i guess? seems like a pretty bad place to be.

When you buy clothes or electronics or whatever and pay full price just to find out 1 week later they have a sale, you don't go back to the store to return what you bought and expect them to give you a refund, do you? specially if you've used it already.

Well, sometimes it is safe because the developers may have a policy of not putting the game on sale. One example being Nuclear Throne, that game will never go on sale on Steam and the only way to get it cheaper is in a bundle(which has happened only twice).

This could happen with anything you buy--not just games. Just roll with it. I bet you don't complain when something purchased goes up in price... In the end, these things balance themselves out.

That's a game that often gets spammed in bundles and
turns up on key sites and trading sites for less than a buck

As a rule of thumb I wouldn't buy a game here that isn't heavily discounted simply as Steam is notorious for hosting trollware and fake kickstarter / Early access titles

You can only use the refund option so many times in a row before support will make you cool off for a bit saying that Steam isn't a trollware rental shop

wrong actually, GoG's refund policy is actually more restrictive than Steams (or at least it was last time i read it)

There are plenty of legit Steam key resellers that offer way better discounts on newer / older games. Most have no refund policy, but considering the large discounts you shouldn't care.

Which platform has the better Refund policy? Here are the policies of the sites you just listed.

Refunds are issued on a discretionary basis! We look at each refund individually, and will do our best to provide a refund when possible. However, do note that games which have been played or keys which have been revealed/redeemed are likely ineligible for a refund, as are Humble Monthly bundles.

Lots of specifics, pretty much all of them boil down to, no refunds if you've activated the game.
The fact that the URL is filtered is a bit of a red flag

Humble will only issue refunds if you make a mistake and never touch the game or reveal the key. Once the key is revealed, you're 100% totally screwed

i guess it's just basic knowledge to know these things when u are gaming on steam. most people like me always wait for steam sales so we don't get burned when a game goes on sale, happened to me probably once or twice and since then I always wait for sale. you can use whenisthenextsteamsale.com if ur waiting for the next steam sale, or go to official key sellers on the internet.
