Gift a game to someone I just added as friend?
Can I gift him a game immediately? Or does he need to be in my friendlist for 1 year before I can send him a gift (like in dota2)?

No such limitations on that. As long as they are on your Steam Friends List
However Steam no longer allows Steam Gifts if the price between your country and theirs differs too much, so don't be surprised if Steam rejects the gift.

Friend must also accept the gift in 30 days or less, otherwise Steam will refund it back to you automatically since Steam no longer allows Steam Gifts to be stored.
