Report a translation problem
Try to tweak settings such as resolution,vsync,low/med/high.
I haven't tested different settings myself yet, but i've heard that other people with this issue still get the same results when changing settings that's why I never bothered, I think I will when I get the chance though. I'm using Geforce Experience too.
So it turns out that having it at the lowest settings stopped most of the stutters, meaning that it's caused by a setting, I turned shader preload off and that helped, it's not as bad but still happens. Anything else worth trying?
I had a mcafee virus protector that would slow down my pc when I would be on the web browser. So I figured maybe it was slowing down my game app. So I uninstalled it in the control panel and now the game runs flawless.

I have a i5 processor 6th gen
Nvida gtx 1050 graphics card 2GB
Display Mode: Fullscreen
Screen refresh rate:59.94 Hz
Sync every frame: on
Maximum fps:60fps(you can go higher if you want)
Display resolution:1920x1080
Render resolution:Native 1920x1080
Post process anti- aliasing: Filmic SMAA 1X
For the rest of the graphic settings I have them at the lowest settings they will go
And the only thing I have set to "ON" is the Shader preload
