Sending a gift to a new friend

Hi, I'm trying to send a giftcard to a family member for Christmas and have just added him on steam to do so (we both have old accounts that have made purchases so neither of us should be restricted). When I go to send the gift, he is labelled as "not yet eligible to receive this gift." in my list of friends. I was wondering how long the cooldown is until I will be able to send gifts.

You must be Steam friends for at least 3 days.

Oh dear, I didn't spot that. Sorry to keep on asking but is there any other way I can send him a gift before Christmas?

Does the gift need to be a Christmas day surprise? Would waiting a few more days matter all that much?

The sales run until January 4. Still lots of time to wishlist all your goodies.
