Download got locked suddenly?
Usually, when I try to download any game, i always reach around 90Kbps, and occasionally 115Kbps. But since 2 days ago, my download speed became like 60Kbps and 40Kbps at the moment, it feels like the download speed is locked, because it can't go further than 60Kbps, and I'm worried that it will get even worse. But when I try to download things on the internet (I use Internet Download Manager), my download speed is normal at 90Kbps. So I wonder is this an issue from Steam? And did anyone know how to fix this?

Then you may want to contact your ISP as the issue could be on their end.

Start your system in safe mode (obviously with networking). Does Steam download normally then?

No, the download speed remain the same, but downloading videos with Internet Download Manager, I got stable 90Kbps, so I don''t think the problem is with my ISP

Just my opinion, I'm not experienced at this kind of problem since this is my first time having this issue, but assuming that downloading from chrome and watching some videos while steam is like this, then my thinking is Steam that got a problem

Well, I don't have experience so my opinion might be inaccurate, I'll try to contact my ISP later. But is there any chance that the Steam is the problem?

If you done EVWRYTHING from Cathulhus post, no. And if you dome that safe mode thing properly, its rather safe to assume its not your computer either.

To be very sure, try Steam on another computer on the same network.

Well, if you REALLY done evwrything, and done evwrything right, then its very likely your ISP/router.
A few last things, how do you connect to your router?

I'm connecting with wifi now, my sister use it a lot for youtube, but when I told her to stop, well, no difference. But guess i'll contact my ISP later

Before you do that, connect via Ethernet and see if things work better.
