No option to gift Steam Gift Card with Steam Wallet payment?
There is an option to be able to send digital gift cards from steam but no option to use steam cash to buy and send them?

Of course there isn't an option like that. Only external payment methods can be used. This prevent fraud, and money laundering. Transferring funds between accounts will never be a thing Valve will let us do.

I know this thread is old but when you think about it 999999999 you can still do that with items from the steam market. Only difference here Valve gets a cut.
