The older Telltale games also ran on 32bit, the new ones (Batman, Walking Dead Season 3) do not since its a new engine.
The 128 mb it downloaded are the 32bit files, most likely DirectX or similar.
Reinstall that 64bit version of Windows and during installation use the same serial key as for your 32bit version.
There is really no reason to still use Windows 32bit in 2017. Everything that runs on 32bit will also work on 64bit and most new releases need 64bit by now.
