If you never removed any bad stuff at any point then keep trying. If you removed stuff but the problem is still there then try to download the steam installer again and reinstall on top of your existing install.
First, viewing the traffic dump and I realized that the fb page was real and not phishing.
Secondly, a fullscan by adwcliner and kaspersky did not give any results. They said that everything is fine.
Thirdly, in the same dump it was clear that the transition to the address of the steam profile does not happen at all, fb is immediately loaded.
The simle cleaning of the cache and cookies of steam (application) helped :)
