Re-Downloading file - Disk Write Error

Been through a ton of troubleshooting on this one.
Updating Ghost in the Shell Standalone Complex
Same 3 files keep showing up in the log:
Failed to write chunk in file "Data\audio\Fmod_Build\sac_bank08_weapon_02_eng_jpn_kor.fsb"
Failed to write chunk in file "Data\audio\Fmod_Build\sac_bank06_voice_eng.fsb"
Failed to write chunk in file "Data\effect.dat"

Always these 3 same files. I have tried the following, one at a time:
error checking SSD with multiple programs (no errors)
reformatting SSD
deleting local gamefiles and attempt reinstall
deleting problem file in question and attempt reinstall
deleting app manifest associated with download
deleting patch manifest
creating a new steam folder on same drive
Running steam in admin mode
Checking to make sure steam is not running in read-only
Running Steam in win 8 compat.
restarting cpu/steam in between
All fail.

I had this same problem with Gang Beasts, Chivalry, Doom, Left 4 Dead 2
Other files install on the drive fine,
until I get an error then it won't do anything.
I got Gang Beasts to install on another drive. This is not a real solution.
If this was my sata port, or cable, or drive .. things wouldn't be this consistent.

The drive is new, and other files don't have a problem.
Maybe Steam has some registry/savefile that is bogus?
I bought the new SSD because I had this problem on my old SSD.

Secure Erased the drive. GITS downloaded. Other files failed.
HD Tune Pro detected ... 370,000 interface CRC errors... yay!
Changed sata cable. Still CRC increase.
Changed HD bay. massive reduction in CRC. (now down to 1 every 5 mins)
Ran chkdsk. nothing. Ran chkdsk /F (during restart)
20 mins of downloads with 0 crc errors.

Fixed.
