(Sorted Out) Can't download faster than 2mbps, any help?

I have 17mbps down and 1mbps up. (I've tested with multiple sites) I've tried changing the Steam server I connect to, does not help. I own my router and have full access if anything needs changed. Also Steam is set to unlimited and I have tested with no other devices connetected to the internet.

Edit: I have no virus/malware. Just built my PC yesterday.

Let's just double check something. Are you downloading at 2mbps or 2 MB/s? They're not the same thing.

17 megabit per second is 2.1 megabyte per second. Nothing is wrong, other than you confusing two different measures of download speed.

Okay Steam downloads at 2mb/s and my internet speed is 2mbps. I'm still really confused, I did not realize there was a difference. So everything is normal? Does my internet speeds suck?

Mb = Megabit
MB = Megabyte

There are 8 bits in a byte.
