The closest thing would be those Russian Kiosks where you can pay in cash
To anyone who still doesn't understand- I'm NOT asking if cash on delivery is an option or not. I know it is. I'm just asking if you know how it'll take. It's not that hard ffs.
The point is buying things on Steam by definition is immediate
Steam does not support Cash on Delivery since basically 'delivery' is instantaneous which makes such a concept moot.
It sounds like you're purchasing a Steam Wallet card from a 3rd party.
Actually, never mind. I'll just wait and see.
Apparently C.O.D. is not an option we have where I live. Apologies to the OP for not knowing about there payment options! :)

1. After adding an item to your cart on Steam, pick Cash on Delivery as a payment option.
2. You will be redirected to a page run by Novaplay — Valve’s partner in India. Here you can put your billing and shipping information.
3. When you enter your details, a Nova executive will get in touch to collect the cash amount.
4. Your order will be emailed to you in 72 hours of receiving the payment
If your not from India, I assume the procedure would be simlar for your country.
