On Holiday in Europe and Gifted South African Games to my Girlfriend are restricted

Hey everybody, really struggling to get games I bought for my girlfriend to add to her library, she used to live in Germany so her stream account location was set to Germany. We've since changed it to South Africa, yet the games won't add to her library.

I even tried reclaiming the gift to my inventory to regift it and try again, but now it has dissapeared from my inventory entirely.

Is stem perhaps checking out IP addresses while we're here in Germany visiting her folks, and blocking the transactions? Any way to cget around that or will we have to wait until we get back home?

Yes, Steam checks your IP. As long as you are in germany you cant activate region restricted games.
And there is no allowed method to go around those restrictions. For example the use of a VPN to simulate another IP is forbidden by the Steam TOS and can get your entire account suspended.
So you will have to wait till you are back in South Africa.
