Question about Steam refund abuse.
I read that if you abuse the refund system, they'll take the option away. So what does Steam refund abuse look like?

They don't specify.

Repeatedly using the refund system in a rather short timeframe. You get two warnings prior to permanently losing your privilege to refund.

gwait is correct in that Steam doesn't give specifics, with the exception of using refunds to get free games. So if you keep purchasing and refunding games so you get a free rental service, expect Steam to refuse refunds. Steam will send you a warning if they feel you are requesting a lot of refunds.

Oh. So refund requests and confirmations set 6 months apart are ok right? I ask because I have a potato for a computer and sometimes the games don't work.

Then maybe you should read the system requirements and compare them to your PC specs before you buy a game.

I do.

They you seem to do a poor job then. I do the same with my rather old PC and i have no problems estimating how good a game will run.

Just FYI, my specs:
Win 10 Home 64Bit
AMD Phenom II X4 945 @4x3.0GHz
12GB DDR 3 RAM
nVidia Geforce GTX 560Ti

If you are unsure if you meet the minimum requirements, you can always make a post in the game's forum. There is almost certainly someone with a computer similar to your own who can tell you how the game runs. You may also be able to find YouTube videos benchmarking your hardware.
