That GPU doesn't seem to be very powerful unless I'm missing something.
Did you assume that it would work with doom or did you figure it was just worth a shot? Did you read the system requirements?
You might not want to leave that game running if you want to do a refund.
The videocard stands out as it's very, very, very old and even back then was considered disappointing and weak.

The GTX670 is just about FOURTEEN TIMES faster.
Not to mention that in the best case a 8600 GTS only has 512MB VRAM, while a 670 has 2GB, four times as much.
The final nail in the coffin is that the 8600 GTS is a DirectX10 capable videocard while the game requires a videocard that supports at least DirectX12/Vulcan.
Maybe you have plugged your monitor to the wrong port. You should plug it into the GPU if there is another one in there.
