why is my download speed only at 1.1 mbs

You're probably confusing Megabits and Megabytes

1MB (Megabyte) is equal to 8Mb (Megabits)

Steam shows your download speed in MB and I dare say your P2P client uses Mb.

Okay. So SpeedTest measures in megabits, while Steam (by default) measures in megabytes. There are 8 bits in one byte, meaning your SpeedTest result is about 927 KB/second, so Steam is actually faster than SpeedTest. I think that's a first. In any event, you are receiving the speed you should be receiving, it's just shown in a different metric (bits vs. bytes).

shouldnt it be the same speed a torrent download is?

I'm guessing your torrent is also listing its speed in megabits. 10 megabits is 1.25 megabytes, so not appreciably faster than Steam.

It should be assuming your ISP has the ability to supply you with a constant speed. The fact you've given us 3 different max speed readings means your ISP is currently overloaded and isn't supplying your rated speed.
