I can't find the option to change a game's language.
Hello, everyone. I'm from Argentina, a Spanish speaking country, but I would like to play my games with English text. However, some of them are in Spanish by default, and don't have language changing options in-game. I looked up how to change this, and followed the instructions as well as I could. My Steam client is in English, but when I go to any game's Properties page, none of them have a Language tab. Again, this happens with all games.

Can anyone help out?

Huh. I checked, and I was mistaken. This doesn't, in fact, happen with all games. However, the games in question are Dark Souls: Prepare to Die Edition, and Dust: An Elysian Tail.

When you cant change the language over the game properties tab then you need to change them ingame.
If there is no option for both than the version of the game available in your region does not offer any other languages. Can happen, especially if you are from a country where games are much cheaper. Locking the language to just the local one prevents reselling on the international market.
Some publishers love to do that, especially UBISOFT and ACTIVISION.

Thing is, the latter one at least, I got as a gift from a friend who lives in the US, so if anything, the language should be locked into English...

"Dust: An Elysian Tail" and "Dark Souls: Prepare to Die Edition" both are games that automatically set the language to that of your OS.
So you need to change your windows language settings to English if you want to play those games in English.
