I understand that might be the case, but that also seems rather arbitrary--there is no logic to it that I can tell. "Just because" is not a reason.
It's up to the developer to add either one or both if they choose to sell games that way. If the bundle you want to buy has no package option, it's on the developer, and you should try contacting them to ask about it.
It is only during a sale of one or a few games contained within a bundle, that the price will then be adjusted.
1. Fixed bundle (which can be gifted)
2. Tailored bundle (which can't be)
Dev;s decide how they want to set it up and they chose a tailored bundle which gives you items based on what you already have.
