No it's not. It's a separate website that is lying about being part of Steam, to trick you into giving away your personal information and downloading malware.

Yes, it's false.

Valve would not create a separate website for a giveaway. If they're going to have some sort of promotion, they would do it here. They won't ask you to watch ads or fill out surveys or spam a referral link or download a separate program.
