Sending gifts to my friends and going through region restriction
So basically in UAE you can only send gifts to people IN uae and in Saudia Arabia, but people from other countries, example UK

UK can send steam gifts to any countries without any restrictions. So what I'm thinking is giving my steam account to a person who's in UK and making her send buy the game there, we'll do a swap with accounts, so can she like use MY steam account while being in UK and sending games to her OWN account FROM UK?

What you're thinking of is not only not allowed by the SSA, but also a very risky thing to do considering they're going to have your account, and proof of purchase to claim the account as theirs if so they wish.

The reason for region locks is because games found in these regions are often cheaper than their USD price, and sometimes by a huge margin. Why there isn't an option to buy global keys for their price in dollars is beyond me, but for now you will have to deal with not being able to gift games to your friends living in richer countries.

If you want your account permanently suspended or even terminated for violating the Steam Subscriber Agreement in multiple ways, sure, go ahead.
But don't come whining when it backfires, which it will.

But how is this going through the agreement, steam made this region thing because of people doing this compedium scam thing on dota 2, but what I want is just to send a gift to my friend but I can't send it to her, so I'm doing a steam account swap so she can just send it to her own account through UK because there isn't region restriction there.

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

Yeah I read that, but IP proxying isn't that like using a VPN? what I'm doing is a different thing, I'm not changing my IP and acting like I live in that place, I'm giving an account to a friend who actually lives there.

I already put my money into steam xD, Well, I have learned my lesson, don't buy anything from steam unless there's a sale or it's only for yourself.

What I can do is buy the game in my account and family share it with her. Anyways thanks for the help guys, good luck on helping out other people.
