Report a translation problem
I'm not sure what you are referring to regarding "disk usage", but speaking of disks have you checked yours? e.g., what amount of space you have left, and it may be a good idea to scan it for errors.
Also, do you have your terms straight? 600 KB = 600 Kilobytes, which is a little over 4.5 megabits. Is that the download speed, per second, you were getting?
The throttle box is unchecked and I don't have any network activities even on my phone. I still have 115 GB space left and the disk usage I'm talking about is the one below the "network usage" while downloading a game. 600 KILOBYTES 1 week ago but now it drops to 50 bytes then pauses the download, then it automatically resumes after 1 minute.
Back to the Downloads tab in Settings, I'm assuming you've also tried hitting servers in different locations--are they all equally slow? Can you run a speed test over at DSL Reports and let me know what it tells you?

i am usuing windows 10 and have not changed anything in my internet or network options. i just slept then when i woke up it's like this lol.
reg the downloads tab, all countries i tried are all under 1kbp/s.
tried the link you gave and here's what it says

thank you so much for this advice. I was having the same problem only get 15 kbps. I just figured that was the way it had to be!
Then after reading this I found that indeed the bandwidth was limited to 16kb/s by default.
Now set to no limit and I'm getting a constant 5MB/s. I am in Australia and have an NBN connection.
