It's mostly the font that isn't scaling correctly.

Steam runs just fine in 4K. I've been running everything in 4K (including my main Monitor Desktop and Steam) ever since the GTX 970/980 released and I've had zero issues.
Are you using any Steam Client Skins at all, or not?
If you want a good one that looks well, try "Metro for Steam"
I wish I had a solution for you, but it really worked as PnP for me, sorry. I will keep an eye out for something as I have been looking for a solution on the 24hz issue myself.
Well i tried "Metro for Steam" no change.
I know you can use this manifest file to make programs scale to your resolution, this isn't the problem here, steam scales correctly but not the fonts and image, it's like it's using "Nearest Neighbor" method. I'm using the scaling to 200% in Windows but it doesn't help. And the overlay in games is as much smaller as 1080p is compared to 2160p.
If you can't see that well, maybe you should get a bigger screen or stick to 1080/1440 p instead.
Or run your Desktop at a lower res, since down to 1080p still does scale very well on a 4K screen. Then within games, run those @ 2160p if they allow for it. Not all games will.

It's either turn the DPI Scaling back down to 100% or have it look the way it does when it's cranked up. Nothing u can do about "how it scales"
This is the most ignorant answer I've heard in a long time. This problem existed back when the standard resolution jumped from 640x480 to 1024x768.
You are basically telling developers to just ignore 4k and 8k resolution, and for us users to live with the fact it will remain unsupported. If it was up to you we would still live in the stone age with no development in technology.
I bet you wouldn't accept low resolution videos on your new high resolution mobile phone when they have 4k resolution videos for computers on internet.
Well you would think that Valve would have added this support in the Steam client. Imagine what it looks like on a 4K TV.
Look at how long it took for the industry to support 64bit. Now imagine how few people are running 4k. My guess is at this point in time it's less than 5% and maybe even less than 1%.
