What you are talking about is a CPU (central processing unit) with 4 cores and at least 3GHz clockspeed.

Here is a list of many such CPUs with 4 or more cores and 3GHz or more clockspeed available for sale in the USA ordered by price:
http://pcpartpicker.com/products/cpu/#sort=a7&page=1&C=4,22&Z=3000,4700

As you can see AMD CPUs are the only option below $125~, starting at $70~. Different CPUs may require different motherboards, chipsets and sockets as well as DDR3 or DDR4 RAM which are not compatible with each other. Intel i5 is also generally a quadcore but there are exceptions.

So if you already have a motherboard and or or RAM you may wish to consider a compatible CPU. Of course in some cases you may still get better price and performance by upgrading your motherboard and or or RAM at the same time.

So if you have a system that you would like to upgrade please list your current specs and budget.

If you would like to build a new system I just need your budget and target specs, like if you want to play Astroneer or other specific games.
