Region locking is most common with gifts and keys, but can also occur if you live in a region with significantly cheaper games (e.g. Brazil, Russia.)
You will be able to purchase games in the Ukraine if you have a payment method tied to an address in the Ukraine.
Games purchased in the Ukraine will most likely be locked to that region. Games purchased in Italy will most likely be playable in the Ukraine. It may vary from game to game.
You will not get banned for purchasing from a country you are living in, nor will you get banned for moving from one country to another. You will get banned if you use a VPN or proxy to make it appear that you live in a different country than you actually do.
