"Product Already Owned" Help!

I bought a COD BO2 key a while back and activated it on steam. I got errors in the game for installing a mod that would let me play with bots offline so, I removed the game from my account. I bought another key for it and tried to activate it and all it says is "Product already owned...this steam account already owns the product(s) associated with this activation code. Click next to proceed to installation." But then it tells me "This game can not be installed". Someone please help! I can't figure out how to contact Valve and the support page is just an infinite loop!

When I say I removed it, I mean I did the "permanently remove game from account" on the support page.

You don't get to add a new key to your account. The *old* key is just re-used if you try to add the same game … even if you deleted the original key.

Just un-delete (if that's a thing) the game to your account.
