Launch Steam
It's working now ? Fine.
But if you put back the controller Steam freezes again, right ?
Go to Steam install location in your PC
open "package" folder
found "beta" file and delete it
(Keep unplugged your Controller just in case)
Launch Steam
It's going to update to latest stable version
Problem solved, and you can plug in your controller again.
We are in Beta, ♥♥♥♥ is supposed to happen ;)
The OP suggests they have already deleted the entire Steam folder, which should have removed the beta files.
I don't think it was in beta either
plugged controller back in - steam crashed
deleted beta file - steam opened
plugged controller back in - steam crashed again
unplugged controller - steam won't open anymore
any advice?
Now it opens... so I shouldn't plug my controller in right?
Now cancel the beta file and esc from the beta service
Deleting the Beta file automatically takes you out of beta participation... I'm just going to play some overwatch lol

To anyone using Virtual Desktop having this issue after SteamVR crash, this worked perfectly for me.
Go to the VD input settings and uncheck "Emulate gamepad on PC" then restart steam. It should start right up. Thanks @The Bach !
