On what, Windows or a game? For Windows 10
http://www.techbout.com/change-24-clock-12-hour-windows-10-12349/

Or are you asking how to read a 24 hour format? If the time number of hours is less than 12, just add AM at the end. If it's over 12 hours, subtract 12 and add PM

05:23 would be 5:23AM
16:57 would be 4:57PM

Yes I know but I don't want this. I want the 24-hour clock in my Steam overlay, how do I make this happen?

He answered you. You need to change it in Windows.

My Windows clock has always been a 24-hour clock so I thought that wasn't the problem, but after manually changing the settings back and forth now my Steam overlay also has the 24-hour clock. Thanks guys.

If I change the settings back & forth it still won't work

If you're comfortable using the Windows Registry Editor (Windows key + R > regedit > OK) then shutdown Steam and navigate to:

HKEY_CURRENT_USER\Control Panel\International

Now double click sTimeFormat in the right hand pane.

That time format is used by the Steam overlay and many other applications on your system.

If yours is showing a 12 hour clock, then I would guess it shows:

hh:mm:ss

Simply change the hh to HH (ie. the new value in my example would be HH:mm:ss) , click OK and close registry editor.

The Steam overlay should now show the clock in the 24 hour format.
